SPEECH DELIVERED BY THE PERMANENT SECRETARY OF THE MINISTRY OF DEFENCE ON THE INAUGURATION OF THE COMMITTEE ON PROVISION OF AFFORDABLE HOUSING FOR THE NIGERIAN ARMED FORCES

Ladies and gentlemen.
1.I am highly delighted to welcome you to this inauguration ceremony. This committee is constituted as a child of necessity to provide a platform for solving a very vital and persistent problem confronting our service personnel across the country. As members of the Armed Forces and staff of MOD, you may have observed that one of the most critical problems confronting you upon retirement is lack of private living accommodation. This is because throughout your service, you and your families live entirely in the barracks. It is in realisation of this fact that the Ministry of Defence in 2004 initiated a process to embark on a housing scheme that would not only be accessible but affordable to service personnel in various parts of the country as part of welfare package in fulfilling your dream of owning personal houses while in Service. However, in realisation of the importance of the scheme, Ministry of Defence is now re-visiting the issue with vigour and hope that this time around the Scheme will be realised.
2.Based on the foregoing, a committee is hereby convened to commence sitting at a time and place to be decided by the Chairman.
3.The members of the committee are as follows:

4.The Committee is to work under the following terms of Reference:
a.Re-initiate discussion with Ministry of Land and Urban Development on the proposed Housing Scheme.
b.Confirm the availability of plots allocated to MOD in various locations for the Scheme in 2004 as follows:
(1)Kuje (FCT) -50 plots
(2)Gwagwalada (FCT)-50 plots
(3)Goningora (Kaduna State)-200 plots
(4)Bauchi (Bauchi State)-50 plots
(5)Ikorodu (Lagos State)-20 plots
(6)Maiduguri (Borno State)-50 plots
(7)Jos (Plateau State)-100 plots
(8)Enugu (Enugu State)-50 plots
(9)Makurdi (Benue State)-100 plots
c.Look into the possibility of increasing the number of plots at existing locations and acquiring plots at other locations not earlier provided for the project.
d.Produce a sustainable Housing Policy for the Ministry of Defence affordable housing scheme.
e.Work out modalities with an appointed mortgage institutions to facilitate funding of the project at an affordable cost for beneficiaries.
f.Determine materials to be used for the construction of the houses at an affordable cost while maintaining good quality and supervise execution of the project.
g.Work out a convenient method of payments for interested personnel and staff.
h.Any other term of reference considered relevant by the Committee.
5.It is therefore my pleasure to inaugurate the Committee on provision of affordable housing for the Officers and Men of the Nigerian Armed Forces with the sincere believe that the Committee will work relentlessly to ensure the success of this great and historic task. Looking at the calibre and wealth of experience of the members, I have no iota of doubt whatsoever that the Committee will perform as expected.
6.The Committee is to brief me from time to time on progress or challenges as the need arises. The Draft housing policy and implementation framework should be submitted to the convening authority not later than 22 Dec 13. I wish you a fruitful deliberation. Good luck gentlemen.
