The Directorate of Legal Services of the Ministry is an extension of the Chambers of the Attorney-General of the Federation and Minister of Justice who is the Chief Law Officer of the Federation. The Unit is presently headed by a Director.
To be a dynamic and vibrant Legal Unit guaranteeing quality Legal Services to the Armed Forces of the Federal Republic of Nigeria as it builds and maintains a modern, compact, strong, professional, mission capable and mission ready Armed Forces.
Commitment to the delivery of quality Legal Services and ensuring that the Ministry follows the due process of law in the discharge of its functions in order to achieve a robust Defence Sector.
FUNCTIONS OF THE DEPARTMENT
i. Rendering Legal advice/opinion on any matter with legal connotation referred to the Department from the Ministry and the three highest decision making bodies in the three Services i.e. Army Council, Navy Board and the Air Council.
ii. Preparation of Bills for amendment of laws or for enactment of new laws.
iii. Preparation and vetting of legal instruments (i.e. Deeds of Guarantees, Powers of Attorney, Military Laws, Searches, Investigations and Perfection of the Title Deeds and liaison with regulatory authorities on legal issues concerning the Ministry.
iv. Participation in negotiations, preparing and vetting of Contract Agreements/Memorandum of Understanding (MOU), Bilateral Agreements and other legal documents.
v. Representing the Ministry at local and international meetings, seminars and workshops with legal connotation.
vi. Liaising with the Federal Ministry of Justice on behalf of the Ministry and the Services on legal issues.
vii. Liaising with the National Assembly on pending Bills affecting the Military.
viii. Liaising with other governmental bodies on behalf of the Ministry especially on legal issues.
ix. Attendance at Boards, Committee such as Procurement Planning Committee, Ministerial Tenders Board or other meetings as the need arises.
x. Such other duties as may be assigned to the Director by the Honourable Minister or the Permanent Secretary.
xi. General administration of the Unit and supervision of programmes and projects in the Department.
xii. Supervises all the activities and staff of the Department.
xiii. Represents the Ministry in courts all over the Federation.
xiv. Renders advice on all legal issues referred to it.
xv. Attends and renders legal advice at management meetings.
xvi. Participates in the Tender processes and award of contracts in the Ministry. As a follow up to this prepares vets and drafts all the Contract Agreements involving the Ministry.
xvii. Advises and sits in disciplinary committees pertaining to staff.
xviii. Prepares the annual budget for the department.
