Musa Istifanus, FCA
Musa Istifanus is fellow, Institute of Chartered Accountant of Nigeria (FCA) and member, Chartered Institute of Taxation of Nigeria (CIT). Educated at the prestigious Ahmadu Bello University, Zaria, Nigeria, he earned his Bachelor and Master’s degrees in Accounting in 1983 and 1985, respectively.
He started his career at the University of Maiduguri, Borno State as Graduate Assistant in 1985 and became Assistant Lecturer in 1988. He resigned his appointment as a University Lecturer and joined the then Gongola State Government as Senior Accountant in charge of Pension-Control and Pension payroll and Vouchers. He rose to the position of a Principal Accountant in 1991 in charge of Management Information of Gongola State Government. He was deployed to Taraba State to head the Computer Unit of the Final Account of Taraba State Government from 1991-1993 and rose to the position of Chief Accountant producing final Accounts for the State Government to 1999. Between 2000 and 2010 he was an Assistant Director and became a Deputy Director in the Office of the Accountant General. He was instrumental to the development and deployment of the Government Integrated Financial Management Information System (GIFMIS), to assist the Government in improving the management, performance and outcomes of Public Financial Management system. It is also to introduce Treasury Single Account (TSA) to comply with 80 of the constitution of Federal Republic of Nigeria, 1999, as amended. He became a substantive Director of Finance and Account in Ministry of Mines and Steel Development.
As a Director, he served from 2011-2014 in Ministries of Interior and Mines and Steel. Through hard work and his dedication and commitment to the core values of Public service he was appointed as a Federal Permanent Secretary in October 2014 and posted to Federal Ministry of Water Resources. He has also served in Federal Ministry of Solid Minerals Development 2015-2016; Police Service Commission in 2016 – 2019 where he conducted three Police recruitment exercises and the last had its results released within 24hours. He was again redeployed to Ministry of Communications and Digital Economy March 2019 – December 2020 before his redeployment to Ministry of Defence on Thursday, 24th December 2020. It was under his tenure the Ministry was rechristened, with cutting-edge policies developed and launched, which resulted in unprecedented contribution of ICT to GDP and significant increase in Broadband Penetration.
He is a team player and fosters creativity, collaboration, and inclusivity. He is citizen centric. President Muhammadu Buhari confirmed the redeployment of Musa Istifanus to the Ministry of Defence vide a circular letter Ref. No. HCSF/CMO/AOD/012/ Vol. III/ dated 24th December 2020. He assumed duties on the 29th December 2020.
